The role of subsidies in economic development is subject of enormous disagreement.
There is widespread acceptance than when scientific or technological risks are extremely high; public subsidies should be used to socialize risk, thus making it more manageable.
Conversely, there is growing recognition that economic development subsidies based on apriori selection of technologies, industries and recipients does not work, but that the practice also causes costly damages.
